Limitations? Any system has limitations. The size of the US probably causes most of them.
Russia uses 220V / 50Hz power, opposed to the US which uses 110V / 60Hz.
A computer (desktop) usually has a switch on the back to change it from 110V to 220V, so it can work in both regions. The outlet will likely be different though.
